Who is in charge
No one. GBT is meant to be a trustless system: public code, fixed rules and public receipts. There is no holder vote and no DAO. Once the programs are fully tested they get locked, and nobody can change them. Until then, the Orbit vault is the one trust point left, kept only to fix bugs. Current plan, open to change.
